How do I reinstate GE that has been deleted but already cleared?

Do you mean a journal entry? If so, then simply re-enter it. Since it was deleted after it was cleared when you reconcile the accounts to which it was booked they will now be out of balance. Re-enter the journal entry and then when reconciling the accounts you can "reclear" this journal entry to put your accounts back in balance.
