Transactions are downloading multiple times

US QuickBooks Pro for Windows : 2009

I have Quickbooks Pro 2009. I am downloading credit card transactions and checking account transactions from Bank of America. The checking account has no problems. However, each time I go to download the credit card transactions (after something new posts), all the old transactions that I have already downloaded get downloaded again. I have noticed up to this point and not reentered anything, but I do not understand why they keep downloading.

I have QuickBooks Pro 2008 and have experienced the same problem with our Capital One credit card accounts. We even designate the transaction dates to download through Capital One and yet it still downloads older transactions including transactions which have been reconciled from previous months statements. If you try to match the older transactions manually it tells you that you can not match cleared transactions.
