are the workers that lease the vans from me and i give them the product up front are they independent?

There are a number of variables and I wouldn't want to offer an opinion based on just this info.  The authoritative source for questions about independent contractors is this IRS site.

IF you were smart you would get a written opinion letter form the IRS on this so that way you have it in case you ever get audit from the IRS or the State,.. Visit the IRS.gov for more information on this... The IRS and most state are going after people who are filing 1099's to check and see if they are really are 1099 workers... When money is tight as if is now for most states this is one of the fasted way of getting money back by disallowing 1099 worker. They will reclassify them as non 1099 working then hit you with a ton of penalties and back taxes.
