Each user (by windows login) has the same permission level within a specific database, and beyond that you can password protect access (all or nothing) to a client within the database. However, it sounds like you are asking if User-A can read-only access Client-1 and full-access to Client-2 within the same database, and the short answer is no. Theoretically, you could tweak the security permissions at the file/folder level on your server, but DMS has gotten rather finicky about permissions this year, so I would recommend resorting to it even less than before.
As long as there would be no need for multiple associates to have access to different client groupings, then separate databases should work.
