Janitorial Company Items Help

I am cleaning up items for a janitorial company. They buy and sell items to customers, the also purchase some of these same items for use in their business. Should all items be setup at inventory items? Even if they are an ordinary expense?

If they are using the same stock for resale as for internal use. . .and they purchase and store them together,  I would set them all up as inventory items and do a qty adjustment, using Repairs & Maintenance as the adjustment account when stock is moved to the cleaning closet.

If they are buying different products for internal use, or on separate orders, I wouldn't use items at all.
