(The number one or the letter el) This is the same as in the comment. The comment address gets a weird answer and this address nothing happens.

Peter, neither of your links work for me. You might try using Tiny URL or something similar to squeeze them down. Here's an article from the knowledgebase:
Error I/O 113 When Opening The ProSeries Program
Solution
I/O Error 113 indicates an application is trying to access a file but that cannot be opened. The ProSeries application may be unable to open a file for a variety of reasons:
*
A ProSeries cache file is damaged
*
A ProSeries file has an incorrectly set attribute
*
A ProSeries file is on a drive that cannot be accessed
*
The user does not have permission to open ProSeries files
You can rebuild ProSeries cache files by pressing the CTRL key while double-clicking the ProSeries icon. When you see "One moment, please", release the CTRL key. The ProSeries application is building new cache files. If you do not receive the error, you may resume normal ProSeries operation.
If you have permission, you can change the attributes to ProSeries files.
1.
Close ProSeries.
2.
Open Windows Explorer.
3.
Navigate to ProWin07\Forms for ProSeries or BasWin07\Forms for ProSeries Basic Edition.
4.
Right-click on Forms and select Properties.
5.
Uncheck Read-Only in the window that appears.
6.
Click Apply.
If you receive the error after completing these steps, contact your computer technician or network administrator for assistance verifying all users have permission to access and update files on the drive where ProSeries is installed.

I do not know what that means.
Sometimes you can reboot (restart) or turn the computer off for a few minutes. This seems to clear the memory and fix many problems.
You can hope some ProSeries user knows the answer and wait for them to answer or when Pro Series opens on Monday you can use chat or call technical support for help.
