Electronic Debt Not Processed by CA

I e-filed federal and California returns on April 15, 2009. I checked the box to have the balance due electronically debitd from the TP's account. Filing instructions say balance will be electronically debited by FTB. The IRS took the money from the taxpayers account, but CA did not. They say there is no record of a request to debit the account, and will not waive penalties and interest. What could have happened?
