In DMS, how can you add a Template when no Template Type is shown?

In DMS, how can you add a Template when no Template Type is shown?  I have created a second database for former clients, and I'd like to automatically setup 

folders for prior tax years. A template should do the trick. But the "Add" option is grayed out. Apparently this is because there is no Template Type, but I can't see how to add a Template Type, so ...  What can we do?
