Looks like the DMS folder templates only applies to the Clients view and not the Non-client view. For the Non-clients you will need to create the folders manually.

No, but you could create two branches in the template (1st for clients 2nd for non-clients,) copy the branch you want and then delete the rest after creating a new non-/client.
