I have QuickBooks Pro 2009.   The option to create Purchase Order does not appear in the vendors drop down list.

What do I need to do?

Go to Edit>Preferences>Items & Inventory>Company Preferences tab and check the box for inventory and purchase orders are active.  Now, you should see POs in the drop down list.
