Note the form 940 is annual.

You can pay your 940 taxes at will, whenever you need to (even if QuickBooks doesn't think that they are due yet.)

Are you trying to pay your 940 liability? Or are you trying to create a Form 940 return.
Form 940 is only filed once a year, so you can not create the 2009 940 yet.
If you have a liability that you need to pay, you can pay using 8109 coupons at a designated bank.
