How do I check on Quickbooks what my tax rate is?

Do you mean the unemployment tax rate? Under Lists > Payroll Items, right click on the State Unemployment tax item and Edit it.
QuickBooks will not know how much your rate. You actually need to go to this item every time your state unemployment tax rate changes and manually put it in.
