which report shows a breakdown of the total payroll liabilities per employee?

You can modify the Payroll Item Detail report to show the liabilities. When you have the report on the screen, click on Modify Report (top left corner). You can change to total the report per employee. Under the filters you can choose the Filter by Payroll Item, choose the Multiple Payroll Items, then go down the list and check all the items you need. Once you are done and like what you got, you might want to Memorize the report.
