From a practioner viewpoint.

What is deemed best? Having taxpayer generate their own PIN or preparer generate taxpayer's PIN?

In my practice I have always found it best for me to generate the pin number and have the taxpayer approve it when they sign the form

It's far and away easier to let the program generate the PIN. You don't have to worry about them hemming and hawing about what to use to make it meaningful or have them pecking away at your computer. Take the easy route.

We are simply asked to make gentle our bruised world, to tame its savageness. To be compassionate of all, including ourselves. Then in the time left over to repeat the ancient tales, and go the way of God's foolish ones.

You have the software generate the PIN automatically for the client. It's a nonsensical number that they won't need to remember and will never need again. Make it easy on everyone. Just do it.
