Depends what your hourly fee is, but I would charge around $125-150 or so for that many employees with the Payroll Items, etc.
That's just my two cents.
This is not a good scenario for using Manual payroll. if by "manual" you mean, no payroll subscription. That is too many issues that should be more controlled, by using a subscription so the client can use the Payroll Center functionality.
Also, if you haven't set up payroll since the Payroll Setup was created, you should run through this with a sample file. You will learn a lot before trying it for real in a client's file.
