in chapter 10, page 10.24 - Create a Sales Tax Item, Step one states to go to item list window and double click on STATE TAX, there is no state tax in the item drop down list, where do I find this?

Check to see that Sales Tax Tracking has been set up in Preference . If it hasn't, it won't be possible to access sales tax-related tasks. You should then be able to set up sales tax codes and sales tax items.
