Unable to download bank statement , won't recognize file extension

When I download my bank statement in QBO file format my does not recognize what file extension it is and will not download and save statement or transaction details. I am using QB 09 Pro. I can go into program files and set it but unsure which program file in quickbooks to use to open QBO files. Does anyone know this? I thought it would be automatic.
