the box for editing the withholding exemptons is not there

Hover over Employees on the top bar, then click Employee List. Double-click on the employee's name, and there will be a Federal Taxes section in the employee's profile. Click Edit in that section, and you can edit the allowances (exemptions) here. And be sure to click Save once you've entered the change.
