Hiring a computer services comtractor in India
how do I acccount for computer services contractor I have in India if I pay him by check (I cannot do 1099 for him as he does not have U.S. Tax ID)? and what are (if any) are tax implications in U.S.

Have them sign a W-9 and make sure you have a contract showing that they are from India so you can deduct it as a expense.
