I am unable to find the "use" column to the left of the mileage item on the mileage tab. Any help would be appreciated.

I think this is what you are trying to do:
When you invoice a project, you can Add Time & Costs, and then you are presented with a popup window that has four tabs. These entries are from throughout QB where you entered data and marked it Billable to the project.
One of the tabs is Mileage. All of these tabs have a left column with a checkmark at the top of it. This indicates you click the mouse here, put a checkmark on each entry that you are selecting as something to bring onto the invoice, to "use" this entry.
